Tips to find Gary The Gadget Guy:

Gary is a blue penguin with glasses and a white lab coat on. He has light blue glasses and brown tie, and blue shirt.
His favorite servers are Mammoth, Blizzard, Frozen, and Snow Cone
You can find him sometimes in his secret lab, but he may also go into the Haunted House
To get to the secret lab, go to the mine, click the big lamp, and walk through the wall
Look for very busy servers because he might very well be on that server
Look for large crowds of penguins because he may be in the center of them!
He's very smart and invents a lot of things around Club Penguin.

Have you met him yet? The servers that are busy are usually the ones that have him, but are the hardest to get into.
