Here's how to get it:

Go to the Town
Go into the Night Club
Go down into the secret passage-way to the Boiler Room through the right huge speaker.
Go over to the box near the Boiler.

Now it is almost CP's 5th birthday! I joined January 2009 and my first party was the Winter Fiesta and first pin was the gingerbreadman pin. Memories, eh?
